Russia's Companies Hit by U.S. Sanctions for
Helping Iranian Nuke Program, but New Democratic Congress Rewards
the Bear With Money - by Bill Wilson, KIN Senior Analyst -

On Friday, Jan. 5, the U.S. government announced sanctions against
major arms exporting firms in Russia, China and North Korea for
transferring to Iran or Syria equipment or technology "having the
potential to make a material contribution to the development of
weapons of mass destruction or cruise or ballistic missile systems."
Russia immediately called the sanctions "groundless," which targeted
Russia's Rosoboronexport, one of the world's largest exporters of
arms.

The sanctions have little impact on countries that have no relations
with the United States, but can be substantial to companies such as
Russia's Rosoboronexport and American companies like Boeing. For
example, Rosoboronexport now controls another Russian arms dealer,
VSMPO. Last year, VSMPO signed a 30-year, $18 billion deal with
Boeing, which likely will be affected by the sanctions.

Also, this week Russia halted millions of barrels of oil destined
for Europe, as it tried to establish leverage in a heated political
dispute with one of its former communist satellites, Belarus. The
move has caused both a winter and political chill throughout Europe,
as Russia has shown that it will use energy as a political weapon
with impunity at a time when cold weather could leave innocent
people's lives in the balance.

Since 2000, Russian companies have shown an avid interest in United
States gas stations, and they own thousands of them. Lukoil controls
thousands of U.S. gas stations after acquiring the American company
Getty Petroleum Marketing and its 1,291 service stations in 13
Atlantic coast states in 2001. In 2002, Lukoil purchased 795 service
stations in New Jersey and Pennsylvania from ConocoPhilips.

If Russia has no qualms about cutting off the heating sources for
all of Europe over a small dispute with one of its former communist
neighbors, how much farther would Russia go in using energy as
diplomatic leverage with a worthy adversary? Many wonder where the
United States, the chief ally of Israel, is when - in the biblical
prophecies of the last days - Russia leads an all-out attack on
Israel.

The new Democratic majority wasted no time this week in starting to
turn over responsibility for fighting the war on terror and
protecting the United States to the United Nations and paying Russia
for its "assistance" in the war on terror. The House of
Representatives passed legislation that would place one of the most
effective U.S. tools in fighting the war on terror, the
Proliferation Security Initiative, under the auspices of the United
Nations Security Council. Furthermore, throughout the legislation,
it requires increased cooperation with and an unspecified amount of
funding be given to Russia to curb proliferation of materials and
technology that could be used for weapons of mass destruction.

The successful Proliferation Security Initiative, now to be
authorized by the U.N., is a cooperative effort of some 15 nations
organized by the United States to share information and prevent the
transfer over the air and the sea of weapons of mass destruction or
the technology that can build them. The Democratic legislation seeks
to have the United Nations Security Council authorize the program
under international law - in effect handing over this effective
program to an anti-American body rife with corruption and security
leaks that could well compromise the entire effectiveness of the
program.

This attempt to begin globalizing America's security under the
United Nations was further cemented by a change in House rules that
do not allow any debate of or amendments to this ill-conceived
legislation. In addition, there were several expensive measures in
the bill, which was passed without any analysis of how much it would
cost. The House passed the bill on Tuesday, because the House was
not in session on Monday. This important legislation broke four
campaign promises of the Democratic majority - there was no openness
in the debate of the bill, it is not remotely fiscally responsible,
it does not strengthen national security, and the House did not
fulfill its promise of a five-day work week.

Broken promises and lies are the hallmark of new century politics;
but opening our security to Russia and paying them for the privilege
when the U.S. just sanctioned Moscow for giving banned weapons and
technology to Iran and Syria, is senseless. Moreover, allowing the
U.N. to oversee America's national security interests should be a
crime. The one-world order takes a step closer under so-called
democracy and Democratic leadership.
