My understanding is yes, by seniority, just like relocating.

Only if you're on the waiting list. I have a pretty high priority, but if I wanted to add seats now, I have to wait behind the people on the waiting list, and actually get on it myself. Which I do happen to think is fair....

Yes. Its usually in with your renewal notice. Another form that lets you add tickets to your account.
